The tsundere archetype wasn't established by then so audiences still needed it (Asuka basically set the trend for the character type). It's also somewhat important to Shinji's attitude towards her that he has seen her looking like a fool.I don't think it was meant as fetish fuel but maybe I'm giving too much of the benefit of the doubt. It's not super plot significant but it does serve a characterization purpose
