The big three actually existed inside the minds of certain editors at Shonen Jump to describe the trio(Bleach, Naruto and One Piece) that helped globalize Shonen Jump manga and anime(yes there were works before that but they usually didn't globalize anime as a whole and just popularized themselves).

The term isn't official. It's just an agreed upon term from western anime watchers and manga readers that is specifically used for OP, Naruto and Bleach as they were the most influential on-going series from that really started off in the early 2000's.
