You're not going to get physical manga for as cheap as in Japan if you import. If you're fine with sticking to digital you can though. I still don't mind spending some money every once in a while for manga though. And some of the stuff I buy I've already read and just want a physical copy so how long it takes to read isn't really an issue. The real problem with manga that pirate sites like Mangadex solved was DISCOVERY. If you are a "I'm a good boy, I pay for all my manga" normalfag, you will be very limited in what you read simply because you cannot easily search for new titles, because there is no one stop shop aggregate where you can try before you buy. Instead official publishers - if they deign to publish the title in English to begin with - are all scattered about like the various streaming sites, and oh look piracy is eating Netflix's lunch for the same reason.

What Manga needs is a Steam equivalent. Then you'll see people buying far more than they pirate. But we'll never have that, so piracy will ALWAYS be the answer.

It is however true that the release time favors Europe and America. If a manga comes out at 4/5pm I can read it before going to sleep whereas I could only start reading in the morning for midnight releases. A small number of Japanese also still read print releases and those can become available at an even later date depending on the magazine and where you live.

I believe Seven Seas only handled the physical volume releases and Crunchyroll was the main licensor.
CR shut down their manga section when Kodansha withdrew their licenses to start K-manga. Don't expect Shonengahosha to launch a service of their own and the volume probably didn't sell enough to warrant somebody else picking the license.
