I don’t see her actually using him to get to his popular older brother like all the other girls, but would be an amazing twist if she did.

Miscommunication is basically the key to building drama and joyful reunion and meaningful development in the relationships. It's on chapter 11 and the girl is already peeking her head under his towel and nearly kissing him, the manga knows they're fucked if the entire title conflict isn't bridged somehow. So we'll probably enter an arc where the little brother finally feels at ease and crushing on the girl back but she'll fuck up and get too familiar with the older brother and it'll activate the little brother's trauma and the older brother won't be able to properly convince him it was a misunderstanding. This is literally textbook romance manga
