Honestly an S3 would be neat and everything, but I feel like this franchise works best with time between releases.However, I would love if they hopped on the trend of anime movies and give us a big Panty & Stocking movie just to go crazy for a movie length runtime. My personal guess is that the two girls weren't Panty and Stocking but actual kids Garter was taking care of and Honekoneko was made for one of them. That's the only way it makes sense since if the plush was made for Stocking she would definetly remember getting it, so I dont think its a writing mistake either.
