It superficially worked because the previous asspulls got used for development of later arcs i.e. The bullshit divination showing Amaterasu and heaven as a whole being psycho, the bullshit underworld calling being turned into the villain's immortality method but that structure couldn't work for a finale.IMO I was impressed at least that the ending didn't resolve any of heaven's social/political issues. Shit's still fucked, but it sort of has to be for things to not be world-changing. Characters got their personal victories and made things a little better in their own way.
