It's a joke that this literally who character that never existed until the last 2 episodes of season three gets set up as the main antagonist of the final season. Besides being a cardboard cutout, his offscreen turn into an Eren dickrider also makes zero fucking sense. The "divided paradis" and yaegerists plotline has zero stakes because every single yaegerist is nameless cannon fodder while all the main characters sans Eren are on the other side. The author had to resurrect two more literal-whos that died in season 1 in a last ditch attempt to add fake stakes with jean and connie crying over their "best friends" who didn't make a single appearance in over 100 chapters because they were fucking DEAD. Anyone who takes this dogshit writing seriously needs a reality check.

In S3 he was already a cocky ultranationalist; he took pride in the fact that he was one of the few soldiers willing to fight with the scouts in order to bring order to their world. Following the military coup, he believed that his contribution would have a greater impact on humanity than simply doing wall maintenance for the garrison. However, after serum bowl he became disillusioned with the scouts after his plea for Erwin's survival was dismissed and once again the important decisions were left up to the higher-ups, which is a far cry from what the scouts as an organization were propagandized to be. Come S4, Floch's transformation into an extremist dickhead is already complete. Think back to the scene where he and Jean are arguing on the rooftop; Jean naturally has some sympathy for the dead Marleyans because he was once friends with RBA and recognizes the nuance there, but Floch has no reason to be as forgiving. His only exposure to Marley up to that point was when he witnessed his friends get violently murdered by a giant monkey, of course he's going to possess a visceral hatred towards these people. And then he finds out that the scouts are just as uncommunicative and bias as the regime they overtook? Of course he'd eventually betray them when they antagonize the only man who can ensure the island's survival. It's a shame cucksayama had to purposely gimp his character towards the end because he realize he accidentally made him too agreeable
