Aquariums are family-friendly public locations widely available in many Japanese cities with all the romantic and sexual connotations of the sea (distance, yearning, returning after a long parting, wetness, slippery things) and plenty of quiet secluded spots with mood lighting where Thing Might Happen When No One's Looking, so they probably provide insecure teenagers (most anime protags) a good opportunity to date while offering plausible deniability in case anyone asks awkward questions.

it's just what you do in Japan and objectively the aquarium is a great date spot.
It's quiet and a little dark, you can talk privately and comfortably. There is something for you to do right in front of you as well. And if you are gonna do something with your date, it'a dark and quiet enough that you're not gonna bother people too much.
Think of it as a more sociable movie date or as a more activity-focussed restaurant date (without any of the issues that can cause).

The aquarium is a top tier early date location.

aquarium dates are kind of like a low stake version of museum dates. Basically dates where you are just watching and comenting on aesthetically pleasing shit. Museum dates are more difficult because you can end up looking uneducated or stupid if your partner knows more about art than you. With fish no one gives a fuck if you know more or less so it's more relaxed and chill.

Because of wrong expectations.
People always complain about stories ending after one arc, and now that we actually got to see continuation, people get disappointed because things have moved forward and things are not the same anymore. People are taking earlier moments for granted, expecting the biggest emotional climax at the very end in a cheesy way, that doesn't work in more realistic stories like Aquatope.

I liked the first arc was better but the second one was still good. Also the soulless wageslave arc kinda validates the grief that gamagama truly was a nicer place to work in. I think some people are rejecting the second half because they feel like it's implicated as progression towards better life, but I don't think it's making that judgement, it's just slice of life where it's showing both advantages and negative sides of the modern place (between improved possibilities and total depression). I guess in this way it's either kind of bleak story (coping with life getting worse and more soulless) or just "incorrectly" structured story, assuming the expectation of climax at the end is the correct way. I guess they could have structured it in a way where it begins with the second arc, culminates into a long series of flashbacks of the first arc, combining both, and then resolves into the importance of friendship during hardship or something like that, though I don't know if the story could withstand being stretched this far.

I get that the idea was good, but the execution was seriously lacking. I didn't need to watch a shit boss being an asshole for no reason every week to get the point. And the pacing was so bad. The writers realized that Fuuka had barely done anything since the start of the second cour, so they rushed a study overseas arc in the penultimate episode to give the story a sense of climax and conclusion. Most side character subplots were left hanging, too.

The first cour was so good because it was just a story about two girls forming a close bond with the impending doom of Gama Gama and their separation drawing closer. The climax was naturally built with each episode, and the side characters felt better utilized as well.
