Just like you said, when superpowers first emerged society broke down because people joyrided around with their powers. This lead to All For One taking control because he'd build a criminal empire through power trafficking, empowering his allies and stripping his enemies while bolstering his own personal power. It was only after All Might decided to become a real life superhero and beat his ass and broke up the empire that people began to rebuild, and created a society of superheroes in his image. Heroes are professionals that know how to get shit done properly, so only those few that have proven themselves rigorously trained and licensed are trusted to use their powers freely now. And in return heroes are worshipped and lauded as gods among men, with all the pros and cons that come with that.

In many they feel like same kind of power fantasy but Spidey has that extra element of tragedy. Tragedy that was his own making no less. And this is really what separates the characters. I won't pretend Deku never had hardship but he never had tragedy. He wanted to be a hero. Spidey wanted to help his family and get back at life a bit and it bit him in the ass. There's a moral there. A deeply humanistic element that anyone should be able to understand. And I feel like that's the part a lot of characters like Deku don't quite get. They get the meek nerd power fantasy element but in a way that feels like it's serving the readers existing ego.

One of the usual complaints about the story is how weak some of the quirks at the top hero schools are, but that's because even when every social factor was pushing kids with strong powers into heroism you could barely fill a classroom with them. Then there's the issue of interest. Just because someone's skilled in a certain area doesn't mean they want to work there. One of the novels mentions that Kaminari could earn easy money by generating electricity for the private sector, but he decided to go into the far more competitive hero industry.
