This happens when a writer realizes too late that one of their expendable characters is crazy popular. If Overlord guy were smart, he'd make Clem a mainstay.

Fren//da is the embodiment of this trope. The main thing she's known for in A Certain Magical Index is dying horribly, but since the spinoff - A Certain Scientific Railgun - isn't caught up with Index she ends up getting a lot more screentime showing off her explosives skills and just hanging out with other characters, completely oblivious to her impending doom.
