"manga" refers to the nationality of the industry, not the creators. If it's written in Japanese and edited by a Japanese editor for publication in Japan in an Japanese magazine for a Japanese audience, it's certainly manga even if neither the artist nor writer are native Japanese.

I'm not disagreeing with the rest of your post, but a webcomic can be a manga too.
Webcomic is a distribution/production method. Many vebcomics are released in normal ~20 page chapters, not single page releases.
Often a webcomic can be distinguished by panel layout that lacks dual page split line, panels can touch all edges of all pages. Though experienced artists that hope to be published in tanks some day do consider page split line from the start.

No. To japs this is a novelty in an overcrowded market, and you can count examples on one hand, so they are more lenient towards it. But to us, the "outside observers" it is the purity of japanimation is what makes it.
