The grass is always greener. Rock Lee is the protagonist of a different series placed in a setting where he isn't the lead, and given the same opportunities and plot armor. In another world, he would have been discovering the Twelfth Gate as he risks his life for the ninth time and somehow survives, punching a hole through the bad guy through his sheer grit. Either way, Kishimoto would be writing it.

Also underpowered underdogs bullshitting their way to victory are fun

The problem with Rock Lee is that the series shifts from "even if you weren't born gifted, you can achieve similar results through hard work" to "anyone who wasn't born gifted is completely useless"

Side characters become completely unable to contribute ANYTHING to either the plot or the fights
