Hardware has gotten better, but that basically amounts to being able to offset lack of software optimization a bit. Stuff like graphical fidelity in games and video has essentially stopped getting better.

Game development, as an example, is slower than ever because of the sheer amount of time it takes to achieve 'industry standard' graphical fidelity. And most of a studio has to be committed to it just to ship a video game on time.
