Because it's published by a small company called kill time communication in their comic valkryie magazine.
They did Freezing but that was with gook funded money.
They either have to gamble on the anime being successful or team up with kadokawa or someone else.

If KTC ever got back to funding an anime, Killer Shark is probably their best bet aside from Drawing. Their other big series are too lewd for TV and they wouldn't be able to get a decent studio.
