Every time I see an dubbed anime clip uploaded to Twitter or Youtube and it's an old anime that's people don't usually say a thing but when it's a new anime people bitch about the dubbing even if the dub is bad for an old dub people don't seem to bitch in the comments, why?

Nostalgia, but also more generally, older dubs were done by actual voice talent, as dubbing itself was largely less of a major field. That's how all the Ghibli works became known for their 'quality' dubs.
Dubbing anime became its own thing (and thus, measurably worse) around about 1993~. I'd say the last bastion for good dubbing of anime would honestly be 4kids, since it had talent directors that treated the works less like foreign projects and more like American cartoons.
Shit like Dragon Ball Z (Funimation), Cowboy Bebop, Evangelion, etc. all have that "anime dub" voice acting issue though.

I think it's mostly just knowing that it's old an accepting it. There's really no point complaining about dubs from 30+ years ago since dubs have definitely improved since then. As anime continues to take over the film/tv space right now we'll see better dubs as more voice actors take an interest in anime or as future voice actors grow up and enter the industry having grown up watching anime. I think the real problem for english dubbing anime is that most of the really talented english voice actors are too busy working in Hollywood to bother with anime roles that probably don't pay as much.

I started watching To Love Ru and just saw the episode Saki gets introduced and her english dub voice actor did such a great job, she sounds like a totally unhinged bitch any time she's upset.
