This medium is 99% as you describe (juvenile chink cartoons), and most of the good anime are actually movies, not series. To be fair though, the decline you're talking about is affecting most art forms: film, music, literature, etc., but in my opinion, sometimes even mediocre creations could have ideas to consider, develop or take inspiration from. If the art can capture even just a cursory image of an archetype or unique thought, then its creator deserves some respect--as opposed to ones who resign themselves to, as you said, the safe and derivative.

The actual best anime are ones which do at least something "bold", which therefore means that part of the MAL/anilist audience will dislike it and give it a low rating. Frieren is decently well-executed, relatively safe, and has something for basically everyone to like, so the number of people who outright hate it is lower than it would be for something objectively better like, I dunno, Monogatari.
