I personally think Garterbelt is written to be a gay joke at least in part because they did not want the audience to perceive him as a potential sexual rival for Panty and Stocking. There were a lot of scenes in the first season where the girls are shown off to the audience. Brief, however, is a character the intended audience of awkward little nerds can easily self insert into. What that makes his relationship with Garterbelt, I’m not quite sure.
