They had small amounts of cream of tartar to prevent crystallization of the sugar - it isn't a dairy product but apparently it can rarely produce allergic reactions so maybe it was something obscure like that. Hope you weren't too badly affected in any case. The kipferl is really simple ingredients-wise, there are recipes everywhere for them online. Just avoid any that use eggs since that completely changes the proper texture, the most troublesome part about them is keeping them together before they cool down since they're so fragile.
