Given Uruha's ultimately underwhelming performance after resurrection I think Hokazono isn't really interested in him, just like he isn't interested in Hakuri, and their return was dictated by editorial demand rather than author's necessity. Now with Natsuki's introduction and him serving purely someone for Uruha to bounce off, comedically mostly,it becomes even more evident that Hokazono simply doesn't really know what to do with Uruha character wise. So he gave him a sidekick to be a source of comedy. Hakuri and Uruha both have an issue of mismatch between readers' high demand and writer's low interest. Series popularity hangs on them, but the story doesn't, so as a result we get whole volumes of Hakuri and Uruha doing nothing relevant nor having anything substantial in term of te character development. They are just warming up the place before the relevant characters arrive (Chihiro, Samura).
