Found this chart on average salaries for Japanese anime industry jobs, based on Shirobako. From left to right: animator, college student, freeter, production assistant, CG artist, episode director, series director, chief animation director, studio producer, top-tier seiyuu.

Look at the animator pay (1.1 million JPY). Is it really a "dream job" if the starting salary is less than a freeter's?

That's literally Megumi Hayashibara's (Ranma) salary though, who is the highest paid voice actor in the industry right now. 99% of the seiyuu don't even make a quarter of that. Akio Otsuka (Solid Snake) even said that out of all the seiyuu working in the industry, only 300 actually make enough money off of their work to have it as their sole source of income.

Because they have an enormous amount of work. Most of the key frames for an anime will have to be corrected to some extent, and even with each episode having one (or more likely several ) animator directors, the chief animation director will still have to correct the corrections for the entire show. They're also usually in charge of the character design.
