He doesn't have any other family, so that means he was literally at some orphanage or boarding school getting the Naruto treatment perhaps his entire life up to this point with just small moments of Gendo breezing into his life to call him a disappointment, then leave again just as suddenly. He's probably never uad someone give him physical affection or tell them they love him.
