I think keeping sci-fi at such a binary on whether it's hopeful or depressing is the mistake everyone makes. Ideally, just place a story as "action, but with sci-fi trappings". While there are advanced technologies and we've set up colonies in the rest of the Solar System and beyond, just make it that achieving all of that is the backstory and the story is more on the struggles of the characters and worldbuilding is tied to that.

Or you could take an infrastructure approach and staging. One hot concept right now is wind-pellet shear sailing (cog railway) for 5-10% c or do the same kind of thing with sunbeam, then turn on q-drive (not quantum, the plasmadyne one, Q is for flow) to get more speed up. Materially cheaper, maybe, than building a bunch of nukes. Maybe more capital intensive too, but more reusable as well.

Orion is just as much a paper rocket anyways, so no point in getting locked in on it as being the "only way", at least have variance by including Medusa as well if you love the concept of Orion.

I only read the novels up to that point in which they try colonize a planet and there are some AI ruins or something and the AI ghost of that Miller detective comes back for some reason and they made pace with the belters. But almost everything ignoring the magic fusion engines were rather realistic, and without too much retarded things like in LoGH.
