No, there's no specific evidence with these specific characters, but it's a completely reasonable thing to expect given how these things usually go. But I'd imagine the show would go with "friend who's not wrapped up in this stuff directly outside of being let in on the secret" over more overt romance. That's rarely been a thing in Digimon, outside of the abysmal attempts in Tri. Even in 02, Sora and Yamato was treated more as a kind of side show, done deal sort of thing over an actual romantic "arc." And Daisuke's crush on Hikari is largely treated as that, a childish crush. Same with Miyako, except she ended up winning Ken, but that aside.

Show ends with them vaguely working with humanity to prepare and get along better.Stuff like how Digimon were perhaps being negatively influence by being around humans, an appearance by Millenniumon and even a dangling plot thread of the MC hanging on to his crystal just didn't go anywhere. Things like that. It was perfectly enjoyable as a weird weekly horror anthology, but people were expecting more from the hints set up early on.

First three episodes cover Tomoro joining Glowing Dawn. For the next episode preview it seems he will face the Hyemon who escaped this episode, and this event will likely make him a fullblown Glowing Dawn member.After that like you say we will have some monster of the week episodes like in Savers where we're introduced to the world of the series, facing criminals, other evil Digimon and enemy Cleaners. At around episode 12/13 we'll then have a plot changing event (maybe one of the color people of the opening will reveal themselves to face the main characters) and that way we're gonna get into a proper story arc.
