He's not really the one that decides whether the chapter is published or not, that's Shueisha's decision, and they've determined it's better this way.In Togashi's case, his biggest "issue" is that he has cripplingly low conscientiousness. He's lazy and messy. He's not going to follow a schedule just because it's more lenient. The dude took a 4 year hiatus not that long ago.

For writing and story, it’s a mixed bag for everyone minus HxH. The biggest flaw of HxH is the inconsistent half assed art but Togashi can draw great pages when he has the time
