I think if Shanks hadn't been saved by Dragon, Luffy would never become a pirate. Luffy wouldn't fight bandits because they insulted Shanks.Luffy would become a marine, but he would leave the marines because the Celestial Dragon and become a pirate/revolutionary army member.
