It would have been much more interesting if his "downfall" was simply a result of him being unable to create a perfect world.

L was already doing everything Near did better and had already endeared himself to the audience.It's one thing that he out-bullshitted Kira's bullshit, that was something you just had to accept had to happen because they weren't going to let the villain protagonist win, Jump would have blasted them off the planet (see Isayama for a similar scenario) but Near's whole purpose in the story is to be a deus ex machina that is only there because they killed the most important character for shock value when they didn't need to.
