If the news had come right out and said a whole bunch of naked people were found on a train, then we would have already known the town was full of monsters even before Hayato gibbed that teacher. And by not confirming that the train was empty we're left to wonder if that was when Chi started taking over the town or if he'd already been doing it the whole time. Or in other words, did he always pose this much of a threat or was he pushed in to it?It also just leaves it open so that if later on an answer is needed, either can be given. No sense in writing yourself into a corner if you don't have to.
