Inch-High Samurai is apparently a somewhat common translation for 一寸法師 (Issun-bōshi). This is the star of a folk tale and means "One Sun Boy" and refers to the unit of measurement sun which is about 3 cm or a bit more than an inch. Master of Flaming Heads was 火の首使い (Hi no kubi tsukai) or "Fire Head User". The sign says 髏髑炎火 (dokuro homurabi) in the reverse order of the times. This does appear to be "skull flame fire". As for "tame skulls", this seems to be a reasonable translation. It seems like it was なついていた髑髏 (Natsuite ita dokuro) and in the full sentence basically translated to "the skulls he befriended" or something.

In the Viz English translation they prefer to call it by its Japanese nickname, "Asakusa Tower". Perhaps Viz's editors thought this was an easier name to pronounce for readers than Ryouunkaku or typographically it fit better in the text bubbles. For clarification, "Asakusa Tower" is not historically innaccurate or wrong, it is just not the term Takahashi used." But their note seems wrong. They definitely used 浅草十二階 both here and in the previous chapter. I mean, Mao says both here. VIZ just put the literal meaning of 凌雲閣 here.
