I know you want to measure the effort in a drawing but this is more about measuring if you follow some meta drawing workflow instead of measuring effort. >score balance in generalCan't speak for everyone but for me getting a solid sketch is much more than 2x harder than lineart, for me rendering is far more than 25% extra effort over color, etc. Also it's too metagameable by stacking score multipliers to get 125 points for a drawing while other drawings with comparable quality and effort get 30 points for not being first + cropping out legs to improve composition + deciding a BG is unnecessary here.
