Not that every arc needs to up the scale from the previous, but I get the impression she won't just be a throwaway villain like we currently think Sin Archbishops are. Capella is cunning and likely responsible for the entire Royal Selection, and has her claws in all sorts of stuff. I don't even think she'll die in Arc 10 if she's the focus of it, and could totally see her even usurping Pandora depending. There's always been more depth to her than what her appearance suggests, which also seems thematically fitting.
