Will cel shaded anime ever make a comeback?
probably not most studios have long since thrown out their old cel equipment, new animators aren't really being trained on it and it's incredibly time consuming

Because I've been trying to do some research to see if there's any kind of limits to paints/pigments in terms of range (e.g. if there's any colors only digital can do) but based on what I can find, they can get ultra-saturated and very bright too.

You're not going to see it outside of some hobbyist's fan anime on YouTube or some arthouse college project. If we're as lucky as possible it could become as popular as anime using claymation.
