It's overall good.
I'm just extremely autistic about some of the tropes the setting uses. 9 times out of 10, a setting with genetic-based magic should result in some caste system. To compare it to another J+ manga, the nobility in Centuria consists of magic users descended from a godking because his powers serve as "proof" of his divine right. This is, to me, a lot more realistic than magic users being oppressed by the muggles.
I'll let the author cook cause there definitely might be a good explanation for why the setting is this way.

I don't want to ass-cover for the author, but we're still early on. The mother single-handedly annihilated a police division and part of the city with COMB MAGIC, and likely could've done much worse. Magic is highly unpredictable and there may be ways mages can turn humans into sleeper agents or walking bombs without their knowledge (or even with their express consent if they're sympathizers). We haven't met truly bad or desperate mages, yet.

Not the most original setting but I dig committing to the edge. Hopefully it maintains a good balance.

While it's cliched, I do think the fantasy setting gives more leeway and freedom for the mom and daughter since they were simply hiding from witch hunts. Because now the more modern setting brings up questions of worldbuilding between the systemic oppression of society and how witches even came to be oppressed in the first place and I don't know how well the author can juggle all those ideas.

Back in the red hood threads I pitched an idea similar to this manga, witches that are humans and has sharp teeth and magic, with a similar execution story of the mother but less sympathetic. The key point was that during the event that reveals the protagonist and mother to the children, it's revealed that she's working with the church as an asset, with the implication of using humans as cattle to feed their witches to harvest their powers. They play politics, setting up orphanage and pointing humans at a real threat, but ultimately they just want to use that fear to take every drop of flesh and blood from muggles and humans alike. I believe this conceptual idea to not be unique or hard to grasp as a regular idea fag, and it makes sense to me that instead of the church it's the new " temples" of industry confiscating magic while keeping the public locked into fear that a mage will errupt into violence to avoid capture.

Look. The author could have written a story in which all the people of that country are die hard xenophohic ultra-nationalist who openly approve of persecuting witches for the purpose of stealing their powers. The behavior of the police and the belief of the citizens would all line up. The author didn't write that, they wrote that the people believe the governments hunt witches for public safety and that's a rather undefendable inconsistency considering what they do in broad daylight. But we all know why the author did it: so the story could happen. The mom intentionally stayed in comically nazi anti-witch country just so that this drama could happen, when she could have taken one look at the situation, facepalmed, grabbed a broom and gotten out of there with her daughter, dodging all the silliness. THAT is the real reason why the background setting of this country seems to change into a completely different one between the start of the chapter and at the end.

They're a mix of scared of witches and scared of the government, with some nice ones thrown in that're too pure to live. Nona and mom would have even less reason to stick around if they were all assholes. It looks okay, the premise is a bit trite but I like the art, the magic seems nice, and I like that Nona didn't volunteer herself to try to save Lovi.
I think it would have been too easy to give Nona a stronger, more self-sacrificial character. Instead Lovi tries to save herself and her parents, which is both entirely understandable while also throwing Nona under the bus. So Nona both has a reason to dislike Lovi, even though she understands why she did what she did, and since Lovi is dead the relationship can never be fixed.
I feel like a more standard story would of have Lovi survive and recruited to be part of the anti-witch squad so her and Nona could fight and make up, or something trite or overly shounen like that.
We don't have much world building yet, but I'll stick around for the first three chapters at least.

It looks good, but the story so far reminds me of Hametsu no Oukoku (The Kingdoms of Ruins) with regards to outlawing and outright killing of mages and also gratuitous amount of violence which is similar to the title I mention before.
If there's another dump of the next chapter I'll read it and see where the author is planning on taking the series.
