I'd say the only season that's consistent enough with its actual action to matter is Heartcatch, and I just think it's a good season in general rather than one of the best. Go Pri might be slightly more consistent than the average season, but not by that much. HaCha's CQC and action do stand out in general because of how brutal Lovely can be. Soon after Alice's brother comes in and gives Mana the idea to cultivate trust in the community since she didn't want to run away and stay with Alice. She does so with aggressive community service.5. Eventually, the general mood of the school improves, with Nikaido being the first to acknowledge Mana's efforts. Alice's dad no longer feels obligated to transfer Alice out. The bullies are still pissed, but they don't do anything.6. Eventually, Mana saves someone from heatstroke, but that turns out to be the grandma of one of the bullies, so the bullying stops.7. This is revealed way later on in the story in one of Rikka's asides long after chapter 4, which is why I mention this last, but the unforgivable words that were written on Mana's desk were "Die" and Rikka mentions that telling someone to kill themselves is the worst thing someone can do.
