"Ms. Tereko, a 4-koma manga published in a certain local newsletter".
Fake Documentary Q is a YouTube channel that makes horror mockumentary-style videos. They often have a twist both in the story, and in the background, needing you to pay attention and rewatch the videos to catch it.
They've recently started a new project, "Q: Contact Us If You Recognize This Manga". Each chapter will feature a new "real" manga with a mystery attached.
This is the second chapter.

In the early 90s, a 4-koma manga was published in a local newsletter.
Its title was "Miss Tereko".
It followed the shenanigans the eponymous housewife got into in her daily life.

Town Report XXX was redesigned after 1994's April issue as part of a new town development policy.
Following a merger with a neighboring city in 1994 and until its discontinuation, "Ms. Tereko" and other manga were no longer being published.
The printing company in charge of Town Report went under in '05.
Objections from the townsfolk--- None? The culprit behind the line changes--- unknown.
