The Last movie was high quality, Borto movie was high quality, because they both focused on character rather than aliens or power levels. It was just the story of a dad having trouble connecting with his son, and the story of two teenagers who fell in love after an unlikely but heartfelt love story. During that era its like they understood the story was best when its rooted in the emotions of two characters, and the ninja stuff is almost a backdrop. Naruto and Sasuke, Naruto and Hinata, Naruto and Boruto, the heart was best shown when it really focused on character relations in a non forced way.

This phrase has been lost to time, but a common way to describe the writing back then was "Kishi is unpredictable". The excitement for Naruto was that you didn't know where the plot would go.
