Shanks was there for Whitebeard, but there was too much chaos/distractions to have a proper duel.2.) Vista isn't weak, we've never seen any character survive him aside from Mihawk. He stalemated a guy that fought Shanks at the Grand Line, so he doesn't "scale down" Mihawk at all.Mihawk is still an endgame for the 2nd strongest protagonist, which means his feats at the end will be absurd.
