But I think it's because the Soul Society arc is so fondly remembered and the anime put in shipping moments between them that weren't in the manga that the pairing had such strong support. Even in the anime, the story obviously starts pushing them toward Orihime and Renji afterward, but for some people SS when Ichigo and Rukia's relationship was the focus was where the story peaked.
