Angel's Egg is clearly trying to bring up feelings of ennui, melancholy, and being stuck in loops. Why is the author trying to do that and with what images and references? Well, Oshii is clearly playing around with what people are to do, if they end up at a point where they no longer believe God is looking over them or anyone. Not even blaming God for evil, but instead saying that he exists but he doesn't care anymore. Blaming God for your depression is different than it being a product of a belief that God just doesn't care about any of us.
