The point isn't that they explain it the point is that they shouldn't need to have to explain it because they shouldn't do it in the first place. Stat mechanics are just a means to an end. They're non diegetic when you play a game, be it video or pen and paper it's meant to simulate the adventure you're having using stats and mechanics because it's a game. The player might get all min maxy because they're the player but as far as the narrative is concerned this shit is real life. There's no stat sheets, no mechanics. Hero didn't get stronger because he got enough experience points to become level 5 he got stronger because he worked out or studied or lived through a horrible experience.

This began with Toriyama using scouters and power levels in order to convey how powerful characters are without having to actually show them doing anything impressive, he just throws out out a big number.Even after power levels were dropped, the trend of just saying that characters are stronger/faster rather than actually showing it continues to this day

The last reading in the manga was Trunks with a power level of 5, and even after that you have Gero getting blindsided by Piccolo having more power than expected hidden.

Like the guy who did the official subs for SGT Frog was from the 00s fansubbing scene and has gone on record saying he'd have LOVED to go crazy with translating the massive amount of on-screen text with custom fonts and such like back in the day, but it's so limited what you can do with standard subtitles that he was lucky when he could even make the text color match the color of the on-screen text.
