There should be more user moderation tools. Perhaps something to expose samefags by vote, or letting OP of a thread moderate his own thread, or letting OP choose whether a thread has IDs or not, stuff like that. But it's complicated to design tools in a way they're useful and can't be abused too easily. And most of all, neither 4chan nor inf-chan are willing to spend effort into implementing them at all.
