Look up any of them and you'll see many duds.
What's this list says is more about your knowledge of the anime industry and how anime works.
For example, Why Kawajiri on storyboards? Because you heard he was Storyboarding Demon Slayer, JJK and Frieren. When his work on those anime is so standard, you can barely tell it apart from the rest of the shows.
Why not have him as directors so he can do some of his old magic like Ninja Scroll, and VHD?
Do you have any deepr insights and reasons you can share with us. Or are you just namedropping industry stars.

No, because of his work as a storyboarder in Blade of The Immortal, a recent work that had similarities with Kubikiri Asa
I agree that his work on those titles was underwhelming, but that's more about those production being very homogeneized in their overall presentation

Because Hiroshi Hamasaki is better suited for this particular title in my opinion, it's a much slower paced affair compared to Kawajiri's better outing as a director

I chose Hiroshi Hamasaki as a director because most of his curriculum as a director, both recent (Blade of the Immortal) and historically (Shigurui), leads me to believe he's the best one for this role
I chose Masanori Shino as animation director because he already worked under Hamasaki, doing a great job with Shigurui, and his recent outing in Chikyuu no Undou ni Tsuite makes me think he would do a good job directing this title
I chose Toshiyuki Inoue as key animator because there are very few animators that can animate the kind of, detailed, fluid and texture heavy work involving human bodies that a lot of scenes in Kubikiri Asa would require

I'm not scrutinizing you, just want to dive deeper. I think what you're trying to say could simply be reduced to saying "I want Kubikiri made by the same team that made Blade of the Immortal"
Which is weird because I haven't watched Blade of the Immortal but I heard here and there that it was a so-so adaptation mainly because it butchered the manga.
All the people you mentioned seem to have a long history together, Hamssaki was working with Kawajiri in his early days.
And Masanori Shino worked with Hamasaki multiple times including Shigurui and Terraformers.
And Kawajiri also worked on Orb and been here and there with them.
All to say it seems to be an interconnected group but not a complete or essential one, as a member can drop and the others can still make good work.
Hamasaki did Texhnolyze and Steisn;Gate without either of them. And Kawajiri is a well established director in his own right.

I haven't read the manga, I was comparing the style shown on screen to what an hypotetical good animated version of KA would be like

Even when you make a football dream team, you usually assess how the dynamic would work out. You wouldn't put Messi and Ronaldo on the same team.
It shows your understanding of not just the artist's work, but how anime works in general. Like what difference is it gonna make if you switch Masanori Shino for say the animation director of Sword of the Stranger Itou Yoshiyuki or Death Note's animation director?

Understanding these intricacies is how you show you understand the artist you're talking about and are not just name-dropping.

You tell me
Every time I think I've got an animator's quirks nailed down they surprise me by appearing under a different capacity (animation director, storyboard, etc.) and I only realize it's their work when seeing the credits. The role of AD in particular isn't meant to allow the animator to flex their individuality (unless they have a particularly unique style or they are literally redrawing and remaking entire scenes), so I can't say for sure that switching out one lauded animator for another would greatly affect the finished work.

Which is exactly why I'm asking. But to OP's credit Masanori Shino especially seems to have worked on multiple series that all had solid animation while maintaining that mature detailed seinen aesthetic that I think OP wants to go for.
Orb, Gungrave, Black Lagoon, Shigurui, Orb. So he has a solid record, and the experience.

But my understanding of the anime industry is similar to what you stated. Any competent AD is interchangeable with another.
It's not really a role that requires individuality and is more about keeping the animators in check and sticking with the character designs.

But a Hamaski show is a Hamaski show. He's quite idiosyncratic. You can tell very easily when he's worked on something.
