He always seemed out of his depth, and you had the progression of Koby and Helmeppo. Small moments with Hina, Tashigi, Garp also made you follow the Marines. What really did the heavy lifting was the introductions of the Admirals. Aokiji came and shit on the Straw Hats and his story ties with Robin. Kizaru comes flying in, fights Rayleigh and almost kills the Straw Hats but Kuma happens. Akainu was fighting Whitebeard, killed Ace and showed he was a powerhouse in Marineford. You had good reason to fear their power.Post Timeskip? Its all fallen apart. Smoker and Tashigi were reduced to jokes in Punk Hazard. Aokiji straight up leaves. We are introduced to Fujitora who has a strange 50/50 stance on the Navy, was willing to endanger the lives of everyone on dressrosa to prove a point and praises Luffy. Kizaru comes way too late for an impact as Oda reduces him to comedy VS Gear 5 Luffy. Sure Kizaru "kills" Vegapunk, but Oda shits on that with the Satellites establishing that Vegapunk is never truly dead because of themselves and Punk Records. Greenbull...I mean... he is introduced WELL out of his depth and is then completely shit on by Shanks in a way you cant recover. Now you have the Harald Flashback and we learn Rocks kills an Admiral offscreen, we'll never know who this Admiral is.The Navy is just a shell of its former self. The remaining "hopes" is Garp (who is currently captured by Blackbeard but the current flashback is causing people to shit on his character), Koby (and the rest of Sword, who all seem far too weak to actually matter in the comming conflicts), and Akainu who has been completely sidelined for the entire post timeskip and now seems destined to just lose to Sabo without accomplishing anything or giving insight into his character.
