The entire point of the infinite tsukiyomi was to give everyone their own world where no one subjugates anyone else, because everyone will be a winner in their own dream. It being an illusion isn't perfect but it's the best way to go about it he found in his long life. Having faced the faults of 'I become hokage' or 'Hashirama becomes hokage', Madara's solution in the end after the turmoil of those battles was 'what if both choices can be true in dreams?'
