Choppy animation is choppy.
The problem with AI animation right now is that when the framerate is too high, it has an uncanny valley effect, yet it can't convincingly replicate the way anime is typically animated on the 3's, so when the framerate is more anime-like, it just looks choppy instead of like quality human-drawn animation on the 3's.
I don't think a model is going to get anime-style animation right until they train one solely on anime, and even then it might not get it right.
I have yet to see an AI-animated anime-style clip that I thought looked great.

The stairs are a rather glaring flaw, yes.
The difference between a slopgenner and an actual artist is an actual artist will fix that with effort and inpainting, and possibly using an image editor to guide the inpainting.
AI is absolutely a tool which can be used to create art. Artists have control over all seven elements of art with AI tools like Controlnet, and AI-generated images can be refined to be flawless via inpainting, which can sometimes take hours of genuine hard work by an artist.
Most people just input a prompt and post what the model shits out on the internet, though, leading to people having a dismissive attitude towards AI-generated imagery because almost all they see is lazy, glaringly-flawed dogshit.

Call me a philistine, but for me the artist is basically a keyword for more shit in a given style. Obviously it drifts over time, but I don't think an abrupt shift in style is desirable from casual appreciation perspective.
Nowadays I think people publish under alts for such stylistic jumps if they do them. Genners switch styles as often as their prompt changes, which makes the keyword function of their handle fairly useless.
