>>283615413My impression is that Kikuchi fled without looking back and probably isn't even aware of the magistrate's edict. At any rate, without a prison the law is in a bit of a bind. I presume that anyone who really deserved the death penalty would have been dealt with already, so giving a second chance to any prisoners who can demonstrate a modicum of civility doesn't seem like the worst idea. It does strike me as a particularly lazy idea on the magistrate's part though, he clearly doesn't want to work too hard.
