It's just that the hero's journey was truly over.It also helps that Krillin, Gohan, Vegeta and Piccolo play a big part on the plot, and the game of cat & mouse is masterfully done. There were multiple threats besides Freeza. They had to fight the Galaxy's elite. That makes for a full set of both allies and enemies that make the story more fun to read. In Buu, Buu is the only real threat.
