It is definitely not impossible to balance your side characters, it’s just about making the fights feel credible. Kinnikuman is strong, but he’s only one person with limited stamina. Make your fights meaningful, make their fighting styles distinct, and give them goals to help them contribute. Plus, a new opponent doesn’t have to be physically stronger to be a threat. Super Phoenix assembled a team of powerful foes with unique abilities, and was backed by the God of Intelligence, but the real threat was that Kinnikuman lost his power boost, forcing him to use technical wrestling and mastering the Muscle Spark. An immense threat for sure, but not purely a matter of powerlevels.

There's this real old Korean one I have saved called "Flow Into Space", dealing with a small tragedy of Goku saving Android 18 from some thugs, back when she was a human and he was traveling to the Tenkaichi Budokai, and then leaving her as he continues his journey. It is quite poignant and well executed, but has nothing in common with actual Dragon Ball as a story. In a Marvel world, that doujin could have gotten itself published as an official one-shot, and that would have permanently colored the franchise forever onwards, even if Toriyama would never have wrote it.

Well, now a marketing company can use that character to bait you into watching/reading. The anime company has more material for fillers, when those were a thing, and for original movies. They have more merchandising to sell. Video games can have larger rosters of playable characters and NPCs without having to make OCs. You get more engagement from cosplayers and fan art. I think they understand well what they're doing.
