Do you think character abilities should never improve beyond what was establish in the start of the series?
I always prefered Deku as a Superman that can't handle his own power, and only uses them as a last resort. Full Cowl or whatever % after that, i was never more into that than the Arm Breaking Gimmick Deku had at the start of the series.
Picture Kei Nagai from Ajin. It's established in the early chapters that he can't control his IBM and it simply does whatever it wants. Skips to the end of the series, and Kei never learn to keep a leash on his IBM. He simply work around it and uses fragments of his IBM ability.
Another character from Ajin, Nakano. Is never able to use his IBM at the start. End of the series, he still doesn't learn despite all the training.

And i like it that way. I wish more series does this where the characters never overcome the drawbacks of their ability.

It has nothing to do with character development. I'm simply talking from an entertainment perspective. Like in ajin, i prefer watching characters working around their abilities they can't control and only using it as a last resort, much like how Deku fought Shoto, which for me, was the highlight of how he uses his quirk.

I pretty much lost interest in MHA after deku started to use OFA properly. He felt a lot more generic.

It really depends on the specifics and the execution
Sometimes it's good, sometimes it's not
Deku kinda had to overcome that limit for the story to do what it was trying to do, but I do feel that it could have been better if he struggled with it for longer and his progress was slower
