My confusion with Rocks being portrayed as generally morally good is not because I was fooled by WG propaganda, it's because wanting to replace Imu as king of the world should be an inherently evil desire in One Piece. Maybe there's more to it, like with Davy Jones possibly being king of the world once, and Emet possibly wanting to make Joy Boy king of the world, but even though Oda portrays monarchies in a positive light, I'm not sure if the same could be said about a singular king ruling over everyone, even if the king is benevolent.
