One Piece has been trending down since the timeskip, I don't think the manga can really recover until the actual final arc. The problem is that Oda's storytelling has gotten considerably worse, the pacing feels simultaneously glacial and rushed, and it's impossible for anyone that hasn't been following One Piece to pick up the manga when every newer chapter is just loredumps, character backstories and cliffhangers.
